I would like legal to review if we need users to agree to any TOS policies or other types of agreements during the migration.

Mostly a messaging issue, not legal.

Add message to account creation about Mozilla legal notices.

Second, we need to know if users that uploaded personas to getpersonas.com will need to agree to new TOS when migrating their personas to AMO. Current when users upload to getpersonas.com they agree to a TOS. AMO users agree to a Developer Agreement when uploading add-ons.

Probably not, current agreement might cover distribution via AMO.

Dev agreement - pick a license. Easiest way is to adjust existing dev agreement to cover both add-ons and personas.

Third, we need to know if users need to agree to a Dev. Agreement or TOS when uploading new personas to addons.mozilla.org

Yes, we will probably change the current dev. agreement to cover both.
