1. Feature overview

It's very hard for users to find where to change various settings in Thunderbird, since they can be in one of a few different places (Preferences, Incoming Account Settings, Outgoing Account Settings).

We should merge all the settings into a single dialog with subsections, and make it searchable, similar to Apple's System Preferences.

User: Someone who wants to change their junk mail settings. Use Case: They want to go to a single place to change all the settings related to junk mail.
